Caterpillar 305-5954 is the engine throttle (governor) motor: the black motor housing with its mounting plate, the coiled cable with the push pull rod, the second control cable and the wiring lead with its plug. It is used on Caterpillar 307D excavators. This aftermarket version has the same mounting and electrical connector as the original, so it plugs in and bolts on where the old one came off.
