The P element is a 3 micron particulate interceptor that holds a lot of dirt. The C element is a 0.01 micron coalescer that removes oil and water aerosols. Where both are fitted, the P element goes first so the C element is not blocked by solid dirt.
Change the other elements in the same line at the same service, fit new O-rings if the old ones are flattened or cracked, and check that the drain on the filter bowl works.
